You're right, I probably should have noted that as well.

Unfortunately, the problem does not seem to be fixed yet ...

By the way, in the meantime I had disabled Input Actions under Sytem 
Settings/Startup Services ... that seemed to have fixed the problem - without 
me noticing any restrictions so far.
