A few simple steps to reproduce the bug: 1) Turn on the machine without any ethernet cable connected; 2) Run the following commands (as root): root@georgios:/home/yurb# time ifconfig eth0 down real 0m12.015s user 0m0.072s sys 0m0.728s root@georgios:/home/yurb# time ifconfig eth0 up real 0m17.182s user 0m0.000s sys 0m0.024s During the delays after running the commands the machine stays unresponsible. The delays can be big. Sometimes it's only a few seconds and sometimes it's up to 17s as in this case. I've initially spotted this behavior with wicd: each time I connected to a wifi network the system was freezing. But if I rmmod atl1c no freezes would occour. The problem seems to be fixed in linux 3.7.8 wich I've installed from debian experimental. I've also seen this problem on another machine from different manufacturer (can't access it now), so it seem not that rare.
