I've been working with Bastien in the Matrix Debian room today on making a reproducer for this. I've successfully done that using two debvm stable/trixie images linked together via two host TAP interfaces. With v6.12.63 a ping between the two VMs using their GRE addresses works; for v6.12.69 it does not. Analysing packet flow shows the GRE packets arrive on the VM's Ethernet interface but does not get decapsulated to the ip6gre tunnel interface. I read through the commits between the two during the day and have identified several suspects. I've just started bisecting and building test kernels and will report back later.
