You are wrong. There are systems like Mole for lisps which transform the source to render part of the documentation. http://www196.pair.com/lisovsky/download/mole/mole-doc.html I'd be surprised if none of doxygen and similar systems parse non-commentary source. There are also other interesting border cases like GNU hello and postscript.
