Yes, it definitely makes sense for license text to be non-alterable. In particular, you can't be allowed to change the license that someone else has applied to their work. However, you _can_ be allowed to copy that license, modify it, and apply it to your own work. The GPL doesn't really give you that privilege. I think we can live with that.
