As has been shown before the situation with TeX isn't as clear cut as you make out, and the situation with the cm fonts is almost identical to latex. They all have explicit requirements on not changing the file. See earlier messages in these threads. as a reminder, cmr10.mf says % THIS IS THE OFFICIAL COMPUTER MODERN SOURCE FILE cmr10.mf BY D E KNUTH. % IT MUST NOT BE MODIFIED IN ANY WAY UNLESS THE FILE NAME IS CHANGED! If you make a program that isn't called tex, are you saying you can edit plain.tex and call the modified file plain.tex without being in contravention of the comment at the top of plain.tex which says % And don't modify the file under any circumstances.
