Hi all, This question came up in the process of drafting a definition for "open file formats" -- what licenses are acceptable for the specification documentation?
In many cases, it is to the benefit of the community that a standards body officially approves the specification, which would seem to translate to not allowing modified versions to be distributed (I think this might even be true of some existing standards like the W3C's HTML specification). What about the RFCs? Are such documents DFSG free? It seems like they would fail, since it normally mandates "modify+redistribute" rights for software. Is this an example of documentation needing a different standard? Or is there a way around the "official version" problem that makes sense?
