There's a difference at the moment between "distributed by Debian" and "part of Debian", for various reasons. GNU political/historical/philosophical texts must be DFSG compliant to be *in* Debian (main), but can be distributed by Debian as part of the non-free archive (unless and until non-free is abolished). Similarly the official Debian logo cannot be in main (and isn't), but can be distributed by the Debian organization. --Nathanael
