For reference the full clause under discussion: However, as a special exception, the source code distributed need not include anything that is normally distributed (in either source or binary form) with the major components (compiler, kernel, and so on) of the operating system on which the executable runs, unless that component itself accompanies the executable. If you want to argue that everything we distribute accompanies the executable, I guess that's a possible argument, although that's a new one to me. Doesn't really matter to me though... the net effect is pretty much the same.
