It does cause problems. The mirror operator can get around that by making a written offer to distribute source to any of the binaries that they distribute. That means that the mirror would have to store sources for every different version that hits the mirrors. That would be an administrative nightmare, and doesn't sound like it would actually reduce the amount of space required (although the source archive could be offline). In addition, I could imagine someone writing a DFSG-free gpl-like license without the written offer clause. In that case, the mirror operators would have to carry source anyway.
