Hi, [sorry for the late response.]

No, by included I mean '#include file_under_cecill.h' in a GPL file.

Here the actual code: file under CECILL license:

http://websvn.kde.org/trunk/extragear/graphics/digikamimageplugins/common/cimgiface/CImg.h?rev=409209&view=auto
is '##include "CImg.h"'d included in the GPL file:

http://websvn.kde.org/trunk/extragear/graphics/digikamimageplugins/common/cimgiface/cimgiface.h?rev=437528&view=auto
