Yes, if it deals with cash or physical goods, I believe you need a licence or permit to run the competition - at the bottom of the TV screen or the cereal pack it will say something like 'NSW Permit No - XXXXXX/XX, VIC Permit No XXXXXX/XX, ACT Permit No...', because you have to register with every state.
