The fact is that I don't think PHP is DFSG-free (yet).
For PHP itself and for other PHP Group software, clause 4 of the PHP
license version 3.01 fails to comply with DFSG#3, as it's a restriction
on modified works which is not allowed by DFSG#4.

While we are at fixing the PHP license for PHP Group software, we should
try and fix the additional issues that appear as soon as someone applies
the PHP license to software that is not PHP itself, nor PHP Group
software...
