The poem is obviously a form of translation of a simple permisive license like the expat license. That line attempts to embody the concept that the notice must be maintained, as the rights granted in the notice rely on the notice. By removing the notice, you removed that on which the licence relies and lose the license.

But of course, you know that already, having read the blog post, and even posted there. Your guess is as good as mine on how a court would interperate that line.
