Looking at /usr/share/doc/openjdk-7-jre/copyright it does not mention that license. I do not think that Debian ships the TCK. Looking at http://openjdk.java.net/groups/conformance/JckAccess/jck-access.html it looks like they do not give out the TCK to everyone.
