DEP 5 <URL:http://dep.debian.net/deps/dep5/> is Debian's standard for the ‘debian/copyright’ content. Note that “CC0” is not *quite* the same thing as “public domain”, since it isn't clear whether it actually results in a work entering the public domain; and some jurisdictions simply don't have the “public domain” concept. See <URL:http://dep.debian.net/deps/dep5/#public-domain>. The CC0 declaration has its own keyword for the License field, see <URL:http://dep.debian.net/deps/dep5/#license-specification>.
