Hello. Around February 1998 it was decided that we would make awk essential and virtual. For this to happen, it was agreed that base-files (an essential package) would have a dependency on awk.
As of today, base-files is currently the only package in the archive which, according to lintian, "needlessly-depends-on-awk", but, as explained, this is ok for base-files.
