i've always thought that sections were effectively impossible to have a
clear "correct" answer for some packages.  hyphenation and spellcheck
dictionaries are quite clearly packages for localization (they are
meaningful in the context of, and necessary for, some kinds of work
under a specific locale).  *And* they are also clearly packages for the
preparation of text documents.  So both sections (and all the people
arguing in this bug report) are correct.

Unfortunately, the archive insists that each package must be only in one
section.

Tagging is a better approach, of course, but that's not how the archive
is structured.  So please, choose one:

 a) fix the archive structure so that packages don't have to belong to a
    single section (or perhaps do away with sections entirely)

or

 b) pick one of these things arbitrarily and just deal with the fact
    that we're making a "wrong" choice by excluding the other

or

 c) accept that either of these choices are right, and adjust the
    lintian warning to be ok with it.
