obviously, yes.
They take up a lot of space,
either you include the dkms package, or you build binary module debs yourself (requires manual re-builds and inclusion evertime kernel abi changes).
but also linux-headers-3.5.0-23-generic in quantal 64 depends on libc6 (>=2.14), but wheezy is at 2.13.
well, that's an ubuntu bug then.. i don't see why newer kernel would require newer libc.
