All 11.0.x releases have been published (see 
https://tracker.debian.org/pkg/live-config)
Before that, the version was '5.timestamp'

What's the intention with the 14> version, to match debian forky version number?

From the 11.0.1 release:
* Bump version number to same version of Debian development release

I think it makes sense to use the major version of testing release, even though 
e.g. 11.0.5 could technically have been a 13.0.1 release.
