No - the package is not ready yet. :-( You did not addressed https://bugs.debian.org/762457 which is really important to let fis-gtm migrate to testing (=future stable). Please fix the copyright and make sure you allways check https://bugs.debian.org/src:fis-gtm when preparing a package.
