A source package is required for inclusion in Debian. The binary packages are built automatically on Debian infrastructure and must use certain build tools for that to work. So, to proceed, there needs to be a compliant source package. If you want to maintain this package in Debian yourself, see the "Introduction for maintainers" [1] page. If you hope to find someone else to maintain it in Debian, you should instead file a "Request for package" (RFP) bug to add it to the list of requested packages [2].
