That's a pitty, as this would help other people / distirubtions as well…
(I'd doinrg PRs on github so that those other peoples have a way to get them)

Said that, if upstream is not intrested in working with distributions, this
might be a sign that their software possibly is not a good match to be included
in distribution or Debian… At least this raised a flag to considere _if_ this
should be really in Debian…

Please talk about this with your upstream, we do not want to agonize them
but it also not ideal to become a de-facto fork, if we find out later that have
to carry a ton of local modifications…

Upstream is using
/usr/share/sounds/freedesktop/stereo/alarm-clock-elapsed.oga
which is in the package sound-theme-freedesktop.
I think there is no reason to divert from upstream here.

Don't recommend creating a FrankenDebian or point people to PPAs.

You do not need to Depend: on Essential packages, they are always installed. 
(Policy 3.8 has details)
