I am still unable to build budgie-extras and I don't know of a
workaround. Specifically, it says
sbuild-build-depends-main-dummy:amd64 Depends budgie-core-dev (>= 10.10)
      but none of the choices are installable:
      - budgie-core-dev:amd64=10.10.2-1 is not selected for install1

One thing you could try is to just do the Budgie 10.10 transition now.
Once budgie-desktop 10.10 is published in Unstable, I imagine that it
should be easy to build budgie-extras 2. Debian's NEW queue is
processed quickly so the new version of budgie-extras should be able
to get into unstable quickly too.

You don't need permission from the Debian Release team to do
transitions if the affected packages are not in Testing.
