Salsa CI showed that the test suite needs a CA store. Buildd chroots don't include ca-certificates, so -2 would fail to build on the buildds after NEW. 1.1.0-3 adds only Build-Depends: ca-certificates and a Salsa CI config (piuparts, arm64 build and autopkgtest). Everything else is the same as -2. It builds cleanly in a sid sbuild, lintian is clean, and both autopkgtests (cli, upstream-test-suite) pass.
