In my case, there was at least one practical reason for upstream to use its own "debian/": he wanted "giac" being distributed in Quantian with its GUI (this one depends on libraries not packaged in Debian, and upstream preferred not to include those library sources along with "giac"). So there is now an upstream "practical" debian package, available through Quantian, and my "more orthodox" attempt to build a multiple package (giac, libgiac, libgiac-dev). carleos
