Why not simply using Vcs-Git: git://git.debian.org/collab-maint/openteacher.git (as it was metioned in your debian/control file) or Vcs-Svn: svn://svn.debian.org/svn/collab-maint/ext-maint/openteacher/trunk/ if you prefer SVN???
