Hi again, in my understanding, there is no plan to promote the machine-readable format for debian/copyright defined by DEP 5 in the Debian policy. I think that a good parallel is the format of the Debian changelog. It now became so common that it would be disruptive to change it, and therefore alternative formats were eventually removed from Policy in 2009. I think that the machine-readable debian/copyright format specified in DEP 5 is far from that point.
