Thanks. I added dpkg-dev to Build-Depends, included
/usr/share/dpkg/buildflags.mk, and addded a DPKG_EXPORT_BUILDFLAGS=1 in
debian/rules
Hmm, you didn't actually add dpkg-dev to Build-Depends.
