Thanks. I added dpkg-dev to Build-Depends, included
/usr/share/dpkg/buildflags.mk, and addded a DPKG_EXPORT_BUILDFLAGS=1
in debian/rules
Hmm, you didn't actually add dpkg-dev to Build-Depends.
True. When I found dpkg-dev was Build-Essential, I removed it from
Build-Depends but I forgot to remove the entry in debian/changelog.
Bud you do need versioned build-dependency on dpkg-dev (>= 1.16.1).
