Except in this case they are already split (qasconfig and qasmixer are already in Debian); so what we're talking about is whether it makes sense to put them together now. Looking at popcon for qasconfig and qasmixer, it seems that a fair amount of users only have one of the packages installed (83 vs. 128 users, respectively), so in my view it's a good idea to keep them separated, so that the users who chose not to install both packages still have that possibility.
