I have some more information. All installations (network/cdrom) want to overwrite the libc6 at some stage, even if you say 'n'. This overwriting process then fails which means that nothing extra can then by installed either with apt-get or by dpkg from a CDROM.
Towards the end of installation you are told that libc6 2.2.5-11.8 will be replaced with 2.3.2.ds1-22, then 'do you want to upgrade libc now?' Either 'y' or 'n' gives the cryptic message: dpkg error processing /var/cache/apt/archives/libc6/2.3.2.di1-22-mips.deb --unpack) subprocess pre-installation script returned exit status 1. It's cryptic because it doesn't say what's wrong, or how to fix it. No amount of 'apt-get' or 'dpkg -i' fixes the problem.
