The tftp server is tftpd-hpa with the command line /usr/sbin/in.tftpd /usr/sbin/in.tftpd -s /var/lib/tftpboot -R 4096:32767 run from openbsd-inetd and it works well with the etch netboot-boot.img, again with all the same prom settings.
