Assuming I understand you correctly, what about just putting the psgml and vm startup files in /etc/emacs20/site-start.d and /etc/emacs19/site-start.d? Then only those versions will see it. I'll have to check to see what I wrote in debian-emacs-policy about this, but is there any reason this wouldn't be OK? > emacs19 does not seem to define debian-emacs-flavor.
