Sorry, but Manoj is right. To get the meaning you want, the text should say: "Packages should specify only the first three digits ..." or just "Packages should specify the first three digits ..." In English, "You only have to ..." sets a minimum standard, not an exact one. For example: "You only have to get 50% to pass this exam."
