I think this may not really translate well into non english
languages. it is not "only three", it is "*only have to specify*
three", which is not the same thing at all (please ask a native
speaker of the language if you are not convinced).
Secondly, this is the changelog, poeople, this is not policy.
As some one pointed out; you only have to get 50% to pass does
not mean that anyone getting more than 50% fails. Think about it.
In light of this discussion, I think my point about adding a
clarifying paragraph is proved; the langage construct obviously
bothers some non-native speakers of the language.
However, since we do not have a policy editor anymore, all
this is moot, since policy is now unchanging and therefore dead.
