The advantage of this proposal is that it buys time. Time to come up with a really good transition scheme. Then, if this really good scheme is agreed upon, the whole transition can be done between the potato release and the release after potato. That way, potato doesn't need to be released as a half-way converted system. Or do you want all packages to use /usr/share/doc in potato already?
