Generally Debian users don't care about Debian maintaners' skills because users care only about quality of distro. A quality is the most important measure of any project, includes Debian project also. If a package X is better maintaned than a package Y it does'nt mean than a maintaner X-man has better skills than Y-man (but it may mean that Y-man has less time to do it better, for example).
