Since non-free isn't part of Debian-the-distribution, is it really
subject to policy?  Sure, it'd be nice if the stuff in there followed
policy, but since it's not Debian who cares.

So, it's a non-issue.  djb's software could install in /root/djb-roolz
and it wouldn't be a problem... :-)
