It's a warning, not an error.  I do think that providing those targets is
best practice.  If enough packages move in that direction, we can make the
targets mandatory, just like binary-arch and binary-indep, in time.
That's by far the simplest solution to this problem.

The other advantage of Lintian warning on this is that it means we're now
collecting that data for the whole archive.
