GPL#2 is for modified copies, and says "under the terms of Section 1". GPL#3 is for binaries, which says "under the terms of Sections 1 and 2". You can't remove the preamble from other people's GPL-licensed works, or otherwise modify the license. (Despite being confusing and very poorly written, there's also really no other possible interpretation of [1].) The text of the GPL does not follow the DFSG; license texts are not expected to.
