One way you could choose to think about this is that the DMUP isn't really targeted at all Debian developers. The vast majority of users of Debian machine resources are "reasonable people" who don't need to be told in detail what acceptable behavior on a project resource looks like. The real targets of a document like the DMUP are the small minority among us who don't yet know what reasonable behavior looks like, and/or who seek to exploit our resources in unreasonable ways. If you think about it this way, the fact that the DMUP addresses lusers instead of users is completely appropriate... and the average Debian developer shouldn't take this personally. Of course, the DMUP could be more useful to more developers if improved. I don't think it's one of the most important things for us to work on right now, but if someone is passionate about improving it and wants to lead such an effort, I'll be supportive.
