I don't think a drop-in replacement makes much sense. Qmail blatantly disregards the FHS, and as such wouldn't integrate with Debian well. If someone wants to spend their time on such a beast, well, more power to them, but I don't think it's very useful. As far as a functionally equivalent program goes, well, we have postfix.
