Hello, New upstream release of xlsxwriter, ready for review and upload:

One thing I'd like checked: upstream stopped shipping the built HTML manual, so the package loses its offline docs. The alternative is in the MR and I'm happy to do it instead, but that felt like a call I shouldn't make alone. Thanks, Malik
