For now. /usr/lib/X11 is actually specified in the FHS to be a symlink "to /lib/X11, or to whatever /lib/X11 is a symlink to". (At least that's what it says in FHS 2.3.) /usr/X11R6 is specified specifically as an option in FHS and was basically grandfathered in. For some strange reason, -policy seems to be rather quiet on this issue this time around.
