You need to talk to the wanna-build team if you want to be able to schedule binNMUs for your language rebuilds, just like the ocaml and haskell teams do. For this particular case, feel free to open one binNMU bug with all the required rebuilds for this security fix, and I'll take action on it. In my opinion, what we need is a way for different teams to provide their required binNMUs (e.g. a file on people.debian.org, with a standard format) and a consumer periodically running on buildd.debian.org and scheduling the binNMUs.
