sorry, no. what you do here is to avoid the uninstallability for one case (which however still exists), but the original problem is still there: the -dev packages are uninstallable until xulrunner has built on each architecture. that adds rather long periods of uninstallability (same thing with the -common package). you do have an ambitious plan to get xulrunner in etch, so please don't make it harder as it can be.
