libnet-socks-perl 0.03-7 fixes #403087 (FTBFS)

Hi team,

someone just noticed I was missing a build-dep for
libnet-socks-perl. The new version (0.03-7) I uploaded about an hour
ago fixes that. Any way to get it into etch ? :)
