My understanding is that it still requires manual ftp-master work, but
there's a script that gathers up such packages for them and someone
reviews them periodically and cleans them out.  In other words, it isn't
completely automatic, but I was told there was no need to file a bug for
it.

I suppose that a bug couldn't hurt, though.
