This is png_set_expand_gray_1_2_4_to_8. Upstream's changelog says:
version 1.2.9beta8 [March 9, 2006]
Added png_set_expand_gray_1_2_4_to_8() and deprecated
png_set_gray_1_2_4_to_8() which also expands tRNS to alpha.
So yes, I think this should be exported.
